Billy Lee Owens, 75, of Charleston, South Carolina, husband of Maria Lipscomb Owens entered into eternal rest Thursday, August 31, 2023. His funeral service will be held Wednesday, September 6, 2023, in J. Henry Stuhr Inc., West Ashley Chapel 3360 Glenn McConnell Parkway, Charleston, SC, at 11:00 AM. Interment, will be held Thursday, September 7, 2023 in Beaufort National Cemetery. 1601 Boundary Street Beaufort, SC 29902, at 11:00 AM, with full military honors.

Billy was born May 8, 1948 in Gaffney, South Carolina, son of the late William L. Owens and Beatrice Petty Owens. He retired as a Commander in the US Navy, where he served 34 years.

He is survived by his son, Thomas "Skip" Chandler Owens of Annapolis, MD; daughter, Lizabeth "Lissa" Evans (Worthy) of Columbia, SC; two grandchildren, Thomas Chandler Anderson of Columbia, SC, Ellison James Owens of Annapolis, MD; sister in law, Lisa Lipscomb Moore.
