Todd was born November 7, 1962 in Jacksonville, Florida, son of the late James E. Halligan and the late Sheila M. Kirbery Quinn. Todd was a very talented man as he had many hobbies. He worked for Robert Paige Cabinetry on Johns Island as a wood craftsman specializing in custom cabinetry. In his free time, he loved to make cigar box guitars, play music, surf, and spend time with his family. More than anything else in the world, he loved spending time with his grandchildren.
He is survived by his daughters, Sarah E. Cole and Brittany H. Kolbet, Kara M. Wingard, who was like a daughter to him and former spouse, Linda Cole. He is also survived by his older brother Jimmy Cole of Charleston, his sister, Theresa Tapio of Awendaw, his brother Fred Cole, of Ridgeville, step-mother Dale Halligan, and half-sisters, Melanie Highsmith of Nahunta, Ga, Vanessa Ryan of Port St. Joe, Fl, and Jana Halligan Abouzeid of Kissimmee, Fl, along with 6 grandchildren, and several nieces and nephews. Todd had many loyal friends who remained by his side from childhood until his death this past Tuesday. He will be missed by all who knew him.
