Timothy Seabrook Mallard

Timothy “Tim” Seabrook Mallard, 63, of Charleston, South Carolina passed away on November 9, 2024 after a brief but fierce battle with pancreatic cancer.

A lifelong Charlestonian, Tim was born on June 23, 1961, to the Honorable Robert "Bobby" Roland Mallard and the late Ruth Hills Mallard. He graduated from Bishop England High School (class of 1979) where he played football and lovingly tormented countless nuns. He went on to the University of South Carolina and received a B.A. in Government and International Studies. During his college years, he excelled at giving carriage tours through downtown Charleston, charming visitors and locals alike. He also interned with Senator Fritz Hollings and developed a lasting love of politics. Tim would later be elected to Charleston City Council where he passionately represented his West Ashley community.

He would reminisce about his economic development work for the State of South Carolina where he focused on bringing businesses and hundreds of jobs to rural communities. In particular, he loved seeing the people who benefited from these jobs thrive.

With a larger-than-life personality, Tim never met a stranger and made everyone feel as though they were the most important person in the room. His warmth and curiosity will be sorely missed. He loved puttering around in the yard, history, being near (or in) the saltwater, and most importantly, spending time with friends and family. He spent many hours cheering on his beloved daughter in everything that she did. Their close and loving relationship was extremely special to him. He was a proud member of the Hibernian Society and enjoyed attending their events.

More than likely, you never saw Tim without his favorite accessory, a half chewed cigar. It became an extension of his person- No matter the place, the cigar was a constant presence, like a punctuation mark on his optimistic, “no shame in my game” approach to life.

Tim is survived by his father, the Honorable Robert "Bobby" Roland Mallard; his daughter, Julia Mallard Watkins (Mac); and the most loving and patient siblings, Robert "Rob" Roland Mallard, Jr., Rose "Sissy" Elizabeth Mallard, and Patrick Joseph Mallard; one grandson, Thomas Weil Watkins; a nephew, Robert Roland Mallard III; a niece, Grace Ann Mallard; the mother of his daughter, Sally Weil; and very special friends, Nicole Kingsley and Phillip Owens. He is preceded in death by his mother, Ruth Hills Mallard, and brother, Christopher "Scott" Mallard.

The family wishes to express their sincere gratitude to Wellmore of Daniel Island for the care and kindness they showed during the final weeks of his time on earth. 

A celebration of life will be held Sunday, November 17, 2024 at Hibernian Hall, 105 Meeting Street, Charleston, SC 29401 from 2:00 pm - 5:00 pm with Remembrances starting at 3:00 pm. Arrangements by J. Henry Stuhr, Inc., Mount Pleasant Chapel.

In lieu of flowers, memorial contributions may be made to the Hibernian Society, Porter-Gaud Advancement Office- Cyclone Fund for Financial Aid and Scholarship or a charity that is dear to your heart.
