Thom was born November 3, 1954 in Charleston, South Carolina, son of the late Thom Billington and Marilyn Smith Billington. He was a self-employed contractor.
Thom is survived by his wife of 33 years, Patricia of James Island; two sons: William Ray Billington of James Island, SC and Adam DeMine (Mendy) of North Augusta, GA; two granddaughters; and sister, Allison L. Bruno of Havre De Grace, MD.
