Paul was born May 11, 1959 in Charleston, South Carolina, son of Norman Grigsby Kelly and Bernice Gift Kelly. He was an avid fisherman. He was a diesel mechanic with Hughes Motors.
He is survived by his two sons, Joseph Allen Kelly of Michigan and Thomas Robert Kelly of North Charleston, SC; brother, John Michael Kelly of Moncks Corner, SC; sister, Kathy Singletary of Goose Creek, SC.
