Noel was a graduate of RB Stall High School (1985), Trident Technical College (1988 & 1989) and Charleston Southern University (2011), where he earned his Bachelor of Management Arts while battling cancer. Noel spent his entire working career as an Electronics Technician, serving at both the Charleston Naval Shipyard and at SPAWAR.
Noel was raised to the sublime degree of a Master Mason on February 28, 1989, in Hammerton Lodge #332 AFM, where he served two terms as Worshipful Master, and was twice honored as Mason of the Year and Past Master of the Year. His service to Free Masonry in SC extended further, as Noel served the Grand Lodge of South Carolina as District Deputy Grand Master of the 2nd Masonic District, Senior Grand Deacon, Grand Steward, Masonic Education Committee District Representative, and representative to the Grand Lodge of Mississippi. In 2001, Noel was honored with the Dalco award, which is the second highest award a mason can receive from the Grand Lodge of South Carolina. Noel also took leadership roles in other Masonic bodies, including the Scottish Rite where he was invested with honors and distinction as a Knight Commander of the Court of Honor, the York Rite colleges of Orangeburg and Charles Towne #113 where he received the Gold Honor Award, and many other Masonic organizations.
