Born July 27, 1929, in Charleston, S.C., she was the only child of Roland and Julia Chamberlain Minnis. Peggy graduated from Memminger High School and Converse College. After college Peggy began a career with the South Carolina Department of Social Services in Charleston where she was initially a case worker on the sea islands and became fluent in Gullah. She retired as a Social Services senior supervisor after thirty two years of service. In the late 1970's, Peggy was instrumental in establishing Goodwill Industries in Charleston and served on its first board of directors.
