Frances Culpepper Williams

Frances Culpepper Williams, 100, of Mount Pleasant, South Carolina, widow of Joseph Isaac Williams Jr. entered into eternal rest Monday, December 14, 2020. Her Funeral Service will be held Sunday, December 20, 2020 in the J. Henry Stuhr, Inc. West Ashley Chapel, 3360 Glenn McConnell Parkway at 2:00 p.m. and will be live streamed via https://youtu.be/4Gjmy18_r50.​

Interment immediately following in Live Oak Memorial Gardens. The family will receive friends Sunday in the West Ashley Chapel one hour prior to the service. Due to COVID-19 protocols, guests will be limited to 30 at a time, masks are required and social distancing will be observed.

Frances was born August 3, 1920 in Maxton, North Carolina, daughter of the late James Belear Culpepper and the late Eular Bell Abbott Culpepper. Moving to Charleston with the hope of landing a job during World War II, she had a long and varied career. During the war Frances worked at the Charleston Navy Yard assembling and installing various electronic components for vessels. After the war she married and worked several different jobs eventually retiring from the City of Charleston Police Department.

Frances was a true animal lover. She had many beloved dogs, cats, ducks and even raccoons. For many years she raised chickens and would either eat or gift the eggs to family, friends or neighbors. One of her favorite pastimes was watching the birds and squirrels from out the window of her Old Village home in Mt. Pleasant. Frances was a Charter Member of Dorchester-Waylyn Baptist Church. She later moved her membership to Rutledge Avenue Baptist Church, now known as Grace on the Ashley, where she was a Sunday School teacher for over 40 years. Frances not only taught the children about the Bible but also shared her love of art through the instruction of ceramics in her class. For Frances, ceramics was one of her great joys with her gifted pieces being prized by family and friends.

She is survived by her daughter, Peggy J. Winter; five grandchildren: Kimberly Williams (John), Elizabeth Williams, Joseph I. Williams IV (Amy), Dee Bee Wright (John) and Theodora Cenan; two great-grandchildren: Nathaniel Ross and Lacey Edwards; and daughter-in-law, Alexandrina Bota-Williams. Frances was preceded in death by her son, Joseph I. Williams, III.
